Hong Kong, China, September 17, 2026: The Chief Executive delivered the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) and the 2026 Policy Address on Wednesday, September 16, proposing a series of initiatives to strengthen support for sports development in Hong Kong.
The Sports Federation & Olympic Committee of Hong Kong, China welcomes these initiatives and will align with the nation’s strategic development blueprint, while continuing to fully support the policy directions of the Government of the Hong Kong Special Administrative Region to advance the steady development of sports in Hong Kong.
Hong Kong’s First Five-Year Plan and Policy Address introduced a series of measures, including strengthening sports exchanges in the Greater Bay Area.
Dr. Timothy Fok, President of SF&OC, said: “SF&OC will continue to promote cross-border talent exchanges. Through the Hong Kong, China Olympic Academy, we collaborate with the mainland to organize GBA sports exchange programmes, deepen regional sports collaboration and jointly nurture talent.”
SF&OC will continue to fully leverage Hong Kong’s role as a “super connector” and its unique advantage of being connected to both the mainland and the world to implement the strategic vision of promoting sports in GBA.
In strengthening the governance of the National Sports Associations, SF&OC has maintained close communication with NSAs and continuously monitored and assessed their progress in implementing the Code of Governance since its release in 2024.
SF&OC expects to conclude its review of the NSAs’ implementation of the Code early next year, and will continue to enhance corporate governance across all NSAs.
In addition, SF&OC welcomes the HKSAR Government’s proposal to increase investment in sports development, including promoting the development of team sports and the hosting of more international sports events.
In recent years, the HKSAR Government has been committed to advancing the five-pronged approach – promoting sports in the community, supporting elite sports, maintaining Hong Kong as a centre for major international sports events, enhancing professionalism and developing sport as an industry.
Since officially taking over the functions of the Hong Kong Coaching Committee in April this year, SF&OC has been actively exploring the establishment of a unified coach accreditation system, further strengthening the coach training framework and advancing professionalism.
SF&OC will also continue to work with various NSAs to organize activities, such as the Festival of Sport and Olympic Day, to promote sports for all, echoing the national policy initiative of building a “Healthy China”.
Dr. Fok said: “The XXVIII General Assembly of the Association of National Olympic Committees, to be held this December, will be hosted in Hong Kong for the first time, welcoming more than 1,200 international sports leaders.
“SF&OC is pressing ahead with preparations, integrating conference and exhibition, tourism and cultural experiences to showcase Hong Kong’s strength as the ‘Events Capital of Asia’ to the world, thereby putting the concept of ‘Sports as Major Events’ into practice.”
