Hong Kong, China Olympic Academy signs MoU for sports dispute resolution training

Hong Kong, China, June 11, 2025: The Hong Kong, China Olympic Academy and Asian-African Legal Consultative Organization-Hong Kong Regional Arbitration Centre signed a Memorandum of Understanding on June 10.

The MoU will promote the development of sports dispute resolution training programmes, covering mediation and arbitration, and aims to ensure the continuity of these programmes. This will, in turn, enhance Hong Kong’s professional capabilities in sports dispute resolution and strengthen Hong Kong’s position as an international sports arbitration and mediation centre through education, research and advocacy.

Mr. Kenneth Fok, Vice President of the Sports Federation & Olympic Committee of Hong Kong, China and Chairman of the Olympic Academy, said: “The HKCOA and AALCO-HKRAC share the common belief that sports development does not only rely on talents and infrastructures but it also, more importantly, builds on impartiality, integrity and fair play. 

“Through the MoU, both parties will establish a long-term partnership in training mediation specialists, promote best practices in the sports industry and transform disputes into opportunities for growth. 

“We believe this collaboration will start a new chapter in sports dispute resolution in Hong Kong.”

The MoU was signed by Mr. Kenneth Fok and Mr. Nick Chan, Director of AALCO-HKRAC.

The signing ceremony was also attended by Mr. Paul Lam, Secretary for Justice; Mr. Liu Chun Hua, Director-General of Legal Affairs Department of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region; Ms. Zhou Qian, Director-General of the Department of Treaty and Law, Office of The Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the HKSAR; and Mr. Edgar Yang, Hon. Secretary General of SF&OC.

The SF&OC and AALCO-HKRAC will co-organize an arbitration talk next month and a sports mediation and arbitration training programme in September.
